Yes, I can. I have tried figuring that out for like 10 minutes. It works, I have tried it on my college computers. Anyways, to install the flash player without admin rights. You need a different flash player file. It is a .xpi file. Download: http://fpdownload.macromedia.com/get/flashplayer/xpi/current/flashplayer-win.xpi
You must use Internet Explorer, and download it. Now, save the files. And now look for the file that you just downloaded, and change it from .xpi to .zip. Now right-click it, and unzip it. In the folder you need to find the following files: NPSWF32.dll and flashplayer.xpt …delete all other files and copy those two. Now, you have to make your Local Settings folder unhidden to add your Flash Player in. So, go to the Start Menu, and Search. Then select "All Files And Folders." Now search Local Settings, and make sure, before you search, you do the following: click "More Advanced Options" Then check "Search hidden files and hidden folders." Then click search. Soon, you should find two of them. Now there should be a couple of them. Look for the one that says: C:\Documents and Settings\Username. Then right click it, and properties. Uncheck hidden, and press apply. Then select apply to subfolders and files. Now open up Local Settings>Application Data>Google>Chrome>Application>your version of google chrome>Plugins. If there is no plugins folder, create it. And paste the two files in. Finally, you have added Flash Player to your Google Chrome. Congratulations!
